The majority of the river cruisers will choose the tours as they offer options that are highly attractive in each port. The tours also offer free times and on many occasions you’re in port overnight giving you the freedom to explore on your own after a tour.  The ships dock right in or near town so it’s easy to venture off if you’d like.
